Major duties

The Management Analyst is responsible for managing HR programs related to staffing, classification, employee and labor relations, workforce development, and equal employment opportunity. In this position, you will: Conduct workforce planning and organizational assessments by analyzing staffing levels, position management, workload allocation, and competency needs, and recommends strategies to optimize workforce performance and achieve program goals. Provide HR advisory services to managers and employees on staffing, recruitment, classification, employee relations, performance management, compensation, and employee development. Provide strategic HR policy and program support by advising leadership on personnel policies, procedures, and workforce management matters. Serve as the technical expert for HR information systems, overseeing data maintenance, reporting, and electronic processes while providing user support and guidance.

What you need to qualify

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service. For this position, specialized experience is defined as supporting the implementation and integration of an enterprise-wide Human Resource Management System (HRMS), analyzing administrative policies and operational issues, and assisting with planning, coordination, leadership support, and management oversight activities. Your resume must be no more than two (2) pages and should clearly demonstrate how your experience aligns with the responsibilities and specialized experience required for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. OR Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related Or a Combination: Education and experience may be combined to meet the basic qualifications.
