Major duties
This announcement is for the DHS-Wide Career Expo in Buffalo, NY. Applicant must register for the Career Expo to apply and be considered. https://www.dhs.gov/homeland-security-careers/expo The position is in the Technology Directorate, Office of the Chief Information Officer (OCIO), Office of Technology & Innovation (OTI), Office of the Inspector General (OIG), Department of Homeland Security (DHS). OCIO is responsible for the overall management of all operational information technology (IT) resources and support services for OIG. Typical tasks include: Design, develop, test, and maintain business software applications using Microsoft Dynamics 365, Power Platform, .NET, C#, Python, and Azure to meet organizational needs. Implement secure coding practices, participate in code reviews, address vulnerabilities, and ensure compliance with federal information security and agency policies throughout the software development lifecycle. Support the integration, deployment, and modernization of cloud-based and hybrid application solutions to improve scalability, reliability, and support ongoing digital transformation efforts. Work closely with customers and team members to gather requirements, test applications with end users, manage workflow and defect tracking, and participate in Agile development processes to deliver high-quality, user-focused solutions.
What you need to qualify
Minimum Qualifications GS-12: Must have at least one year of specialized experience equivalent to GS-11 grade level in the Federal service. Specialized experience at this level includes: Lead the development and integration of Microsoft Dynamics 365, Power Platform, C#, .NET, and Python solutions while providing technical guidance. Lead customer engagements to translate business requirements into technical solutions and oversee application enhancements. Lead the implementation of secure application solutions that meet federal information security requirements and development best practices. Minimum Qualifications GS-13: Must have at least one year of specialized experience equivalent to GS-12 grade level in the Federal service. Specialized experience at this level includes: Serve as the technical lead for enterprise application development using Microsoft Dynamics 365, Power Platform, C#, .NET, and Python. Advise customers and leadership on technology strategy, solution design, and application modernization. Provide technical leadership for secure software development and enterprise compliance with federal information security requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 09/02/2026 of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
