You will serve as an INTERDISCIPLINARY ENGINEER/SCIENTIST in the MISSION SYSTEMS TEST & EVALUATION DIVISION, WEAPONS & WARFARE SYSTEMS TEST DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE. This Announcement Considers the Following Disciplines: GENERAL ENGINEER (0801) PHYSICIST (1310) MATHEMATICIAN (1520)

Major duties

You will manage Test and Evaluation efforts such as identification of critical program test elements, translating engineering test requirements into test plans, conducting of tests, engineering analysis of test data, and reporting of test results. You will serve as the principal engineering authority and strategic POC for integration, test, and evaluation of F/A-XX mission systems at NAWCWD in support of the NGAD Family of Systems IPT and PMA-230. You will work directly with the IPT and executive leadership to implement and steer necessary changes to IPT Vision and Strategies within the national Test and Evaluation organization. You will serve as the NAWCWD/IPT spokesperson on national committees, collaborating with DoD and Test and Evaluation leadership to align mission objectives with enterprise-wide directives and national security strategies. You will chair major program milestone events, technical reviews, and system engineering technical reviews (SETR). Formulate and approve highly novel Test and Evaluation methodologies, policies, and strategies to shape national goals where preceding guidelines do not exist. You will provide authoritative, final technical guidance to the PMA/IPT in the areas of test acquisition processes, data requirements, testing procedures, and complex ranges and facilities utilization. You will be responsible to the PMA and IPT for strategic-level and program planning, execution, reporting, multi-million dollar test budget formulation, and the comprehensive management of resources for mission system test programs.

What you need to qualify

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DP-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating comprehensive knowledge of T&E principles, methodologies, and policies, especially as they apply to complex aerospace or weapon systems. This includes leading the planning, execution, and reporting of T&E programs; 2) Applying advanced systems engineering principles, particularly to the verification, validation, and testing phases of a program. Experience must include participation in or leadership of program milestone events; 3) Leading and mentoring a team of technical personnel. This includes planning, budgeting, and managing resources for a technical program, as well as negotiating for those resources and prioritizing competing technical requirements under strict constraints. 4) Applying solid engineering skills to solve complex technical problems, analyze test data, and provide technical recommendations to program leadership.
