PROGRAM ANALYST
What you'd do
You will serve as a PROGRAM ANALYST in the FUNCTIONAL INTEGRATION DIRECTORATE of SURFCOMSYSTRNCMD DAHLGREN.
Major duties
You will conduct strategic planning for future SSC combat systems training systems, system requirements and resources. You will direct, develop, and approve plans and resources for major project teams or groups in accomplishing command missions. You will coordinate projects across the command; working across departmental lines of authority and assigning tasks to group members. You will act as the leader of integrated product teams for execution of active projects and development of future planning for programs of broad scope and complexity. You will develop solutions to unique design and operations problems in support of analytical research. You will plan the steps in production, development, and execute research accordingly. You will serve as command technical and analytical authority that furnishes program guidance to engineers during the concept refinement, technology and systems development and demonstration phases of the acquisition process. You will analyze data and study characteristics of training system performance requirements during the definition phases of the technology development and the system development and demonstration phases of the acquisition process
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting studies of broad scope and complexity to evaluate and manage the cost, schedule, performance, and technical aspects of advanced training programs or systems; 2) Evaluating the integration and operational performance of Surface Combatant weapon systems (Small, Medium, and/or Large) to document capability gaps, recommend system improvements, and formulate corresponding training requirements.; 3) Briefing senior management and acquisition program managers to secure acceptance of research findings and implement major program recommendations, particularly when substantial resources or significant procedural changes are required; 4) Utilizing systems engineering and program management processes to develop solutions for unique operational problems, including drafting documentation for Research, Development, Test, and Evaluation (RDT&E), procurement, and maintenance; and 5) Leading integrated product teams (IPTs) across departmental lines to execute strategic plans, resolve operational conflicts, and define training technology resources through the Planning, Programming, Budget, and Execution (PPBE) process.
