What you'd do

The incumbent is a Member of the Operation staff within the Medical Disability Examination Office (MDEO). The mission of the Medical Disability Examination Office is to ensure Veterans receive timely and high-quality disability examinations worldwide. The Operations Team works directly with the contract examination vendors and is responsible for ensuring vendors are in operational compliance according to the stipulations outlined in the Performance Work Statement (PWS).

Major duties

Specific duties include: Analyzes management techniques, processes, and trends for improving organizational effectiveness. Analyzes multi-functional programs, functions, and organizations on a region-wide or equivalent scope to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management. Formulates, presents, executes, and analyzes operations functions. Serves as local expert on operations and contract management issues and activities. Responsible for determining operational requirements and contract execution. Determines resource requirements and recommends resource allocations based on priorities and needs. Provides strategic direction for the team, leading and mentoring team members. Incumbent works with VA Operations, Data, and Inquiries and training personnel, and VA Acquisition personnel to assist in ensuring the proper completions of services rendered by the MDE contract vendors. Responsible for regional oversight, answering inquiries, effectively managing field concerns, and providing solutions to impacted services affecting the completion of contract C&P examinations. Performs analysis on regional performance by the MDE contract vendors. Assists in preparing recommendations for areas of concern and or deficiencies. Prepares plans, appropriate action items, and field material for matters relating to C&P examinations within the scope of the contract. Serves as advisor to management officials in operational elements of the contract. Advises program officials of strategic objectives to be used and prepares analysis for presentations as requested. Participates and leads weekly meetings with all contract vendors to ensure proper handling of cases that are not meeting contract performance standards to include claims in the backlog, as well as strategizing effective processes to meet VBA initiatives and end of fiscal year goals. Explores new or innovative logistical approaches to effectively promote the goals of VBA with the MDE contract vendors. Responsible for recommending, developing, and coordinating operations to ensure efficient and effective program management to senior leadership. Actively participates in cross functional teams and working groups to address challenges, enhance work resolution, and shared operational challenges. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/24/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: To qualify for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 level. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and In writing, to Individuals of all educational backgrounds. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
