What you'd do

The International Joint Commission assists the governments of the United States and Canada in preventing and resolving water and environmental disputes under the 1909 Boundary Waters Treaty. IJC is an independent organization and not a part of the Executive Branch. The mission of the IJC is to prevent and resolve disputes between the United States of America and Canada under the 1909 Boundary Water Treaty and to pursue the common good of both countries as an independent and objective advisor.

Major duties

Advises senior management on travel, procurement, budget, finances, human resources and overall administration and management of the office. Responsible for all administrative services to the office, including the development and implementation regarding overall management of operations, staffing needs, classification of positions, employee relations problems, and other relative matters. Directs and oversees the IJC's Financial Management Program which encompasses budget formulation, budget presentation, and budget execution. Coordinates with the Commission 's Great Lakes Regional Administrative Office, and the Ottawa Budget and Accounting Officer for budgeting, accounting procedures requirements, and maintenance of personnel records of assigned U.S personnel. Initiates all personnel actions, hiring actions and processes other personal actions in the Global Employment Management System (GEMS), ensuring all employees, including new hires, are briefed and informed on personnel programs and requirements.

What you need to qualify

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience administering teamwork load including resource management, team leadership, and communication with team members, managers, customers, and stakeholders. Experience performing financial management duties to determine the best approach for resolving budget shortages and other fiscal issues. Experience providing guidance to senior management on workforce planning and strategic development initiatives. There is no substitute of education for specialized experience for the GS-14 position.
