Supervisory Government Information Specialist
What you'd do
This position serves as the Freedom of Information Branch Chief, directly supporting the Chief, Records and Declassification Division (RDD), Washington Headquarters Services. RDD is responsible for developing and implementing policies and procedures governing the Office of the Secretary of War Records Management and Information Management Program, the OSW/Joint Staff (JS) Freedom of Information (FOIA) Program, the DoD Prepublication and Security Review Program, and the WHS Privacy Program.
Major duties
Incumbent typical work assignments may include the following: Exercises full supervisory and personnel management responsibilities, directing a team of federal and contractor FOIA action officers by assigning workloads, developing performance standards, executing disciplinary measures, recommending hiring actions, and fostering a high-performance, EEO-compliant environment. Serves as a Senior FOIA Subject Matter Expert and Technical Authority, providing expert guidance, training, and leadership to the OSW, the JS, and Defense Agencies and Field Activities to ensure strict compliance with the Freedom of Information Act (FOIA) and the Privacy Act (PA). Oversees complex FOIA and Privacy Act case processing operations, analyzing and approving final release determinations for highly sensitive, classified, and national security records (including records of the Secretary of War and Chairman of the Joint Chiefs of Staff), and ensuring all release decisions are legally sufficient before signature approval. Directs the modernization and continuous improvement of the OSD/JS FOIA Program, analyzing business processes to implement automated eDiscovery/FOIA tools, establishing compliance metrics, reducing case backlogs, and managing the electronic public reading room. Provides authoritative policy and legal coordination, working directly with the DoD Office of General Counsel and the Department of Justice (DOJ) to draft legal affidavits supporting FOIA litigation, and developing organizational FOIA/PA policies and compliance audits to improve enterprise workflow and information governance.

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Analyzing and making final disclosure, redaction, or release determinations on highly sensitive, complex, or legally restricted records (such as executive-level, proprietary business, or confidential organizational documentation) in compliance with public information disclosure laws or privacy regulations; Conducting formal program evaluations, quality control reviews, or compliance audits of data/information systems; Serving as a technical authority providing professional guidance on information access requirements, disclosure policies, or privacy standards to organizational managers, external partners, or legal counsel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Military Reserve (MR) and National Guard (NG) Technicians Receiving Disability Retirement PPP Eligible: MR and NG technicians receiving disability retirement PPP applicants must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist (DD-3145-2) to verify your eligibility for Military Reserve and National Guard Technician Disability preference. Retained Grade PPP Eligible: Retained Grade PPP applicants, must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Retained Grade PPP Self-Certification Checklist (DD-3145-1) to verify your eligibility for Retained Grade preference.
