This position is in a Regional, Subregional or Resident Office of the National Labor Relations Board. The purpose of this position is to serve as the Administrative Officer in managing the full scope of office support, staff programs, and services for the Region.

Major duties

As an Administrative Officer, GS-0341-11, your typical work assignments may include: Analyzing and maintaining case inventory to plan and assign work to employees. Establishing production and quality standards for work completion and providing guidance to employees on case processing. Overseeing facilities, property, and security resources to ensure efficient office operations. Serving as the Contracting Officer's Representative for the Region on administrative expenditures and coordinating and managing all official travel. Establishing and communicating guidelines and performance requirements to employees. Initiating personnel actions, providing for the developmental and training needs of employees, and conducting performance reviews.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Administrative Officer position has experience coordinating the administrative workflow of an office. The candidate possesses analytical skills to oversee and give meticulous attention to detail to ensure that the daily workflow of the office is completed and/or routed and tracked successfully. The ideal candidate has excellent interpersonal skills and the ability to effectively communicate both orally and in writing. Experience serving as a Contract Representative or experience assisting in the purchasing and budgeting process, is preferred. MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-09 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Administrative Officer at the GS-11 grade level. Specialized experience includes: Experience planning and providing management and program services for operational activities of an office; and Experience serving as a liaison to resolve matters and coordinate activities related to budget, facilities, and human resources of an office; and Experience establishing internal procedures to promote efficiencies to overcome obstacles in the administrative process. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree or LL.M, if related. (Note: You must submit a copy of your transcripts.) OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. (Note: You must submit a copy of your transcripts.) This experience must be fully supported and articulated in your resume to receive consideration. TIME-IN-GRADE REQUIREMENTS All agency employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-09 or equivalent grade level of the federal service, is required to qualify for this position. (NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive). As an employee, you may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1".) NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
