As an Accountant, you will direct, implement, coordinate, and/or oversee a variety of accounting related activities impacting USCIS operations and provide professional assistance and direct support to HQ and field management relating to the application of planning systems and management programs..

Qualifications

Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24-semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Identifying transactions that need general ledger adjustments; Providing technical support to program managers and leadership; Analyzing and interpreting accounting data, reports and performing financial analyses, forecasts, and evaluations; Supporting the planning and implementation of internal controls to ensure system integrity. OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing general ledger operations, including analyzing transactions for effects on assets, liabilities, net position, and financial operations; Preparing general ledger reconciliations, developing accounting estimates, validation of account balances; Analyzing and interpreting accounting data/reports and performing financial analyses, forecasts, and evaluations; Providing support on internal control reviews and onsite reviews of systems. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Preparing financial statements and reports for management; Developing internal operating procedures required to implement policies. Identifying areas requiring changes in policies and procedures, providing support to make necessary changes; Ensuring accuracy of data produced by accounting systems and the reconciliation of systems outputs to other accounting systems and subsystems. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing general ledger reconciliations, developing accounting estimates, and validation of account balances; Identifying areas requiring changes in policies and procedures, providing support to make necessary changes; Evaluating assigned systems to assess areas such as adequacy of safeguards, effectiveness of systems employed, reliability of information and other compliance with law and regulation; Ensuring accuracy of data produced by accounting systems.
