Job Description
Western District of Louisiana, Shreveport LA. The selectee of this position serves as an Administrative Officer. You will be responsible for planning, implementing, and directing District administrative programs in support of the mission of the United States Marshals Service.
Qualifications
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level(s) to which you apply. You may qualify at the GS-0341-13 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform the duties successfully of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties: 1) Advising management on budgetary matters such as status of funds, acquisition plans, account shortfalls, and/or financial regulation compliance. 2) Developing comprehensive administrative management plans to identify goals, objectives, administrative processes, and deadlines. 3) Analyzing employees' performance to include training plans, career paths, performance issues, and rewards to meet changing conditions or individual requirement. 4) Providing advice on staffing and recruitment issues. 5) Applying a variety of purchasing regulations, methods, and procedures to acquire services and supplies using purchase orders, blanket purchase agreements, or fixed price negotiated contracts. 6) Supervising subordinate administrative staff. There is no education substitution at the GS-13 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For competitive service positions, active duty service members expecting to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days: you may be granted tentative preference by submitting a "certification" document in lieu of a Certificate of Release or Discharge from Active Duty, DD-214. This "certification" is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service under honorable conditions not later than 120 days after the date of the submission of the certification. Veteran's preference must be verified prior to appointment. Without this documentation, you will not receive veteran's preference and your application will be evaluated based on the material(s) submitted. If you are claiming 10-point veterans' preference based on service-connected disability, in addition to the DD214 or certification requirements (see above bullet), you must also submit an SF-15 Application for 10-point Veterans' Preference, plus the proof of entitlement of this preference which is normally an official statement, dated 1991 or later, from the Department of Veterans Affairs certifying to the present existence of the service-connected disability and indicating the percentage of your disability.
