Job Description

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of General Counsel (OGC). The General Counsel is the Chief Legal Officer for the Office of Administration. The Office of the General Counsel provides the full range of legal advice and services to officials of OA.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Possess a law degree (LL.B or J.D.) and be a graduate from a full course of study in a school of Law accredited by the American Bar Association, or equivalent training. Equivalent training is that training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken or is to be taken. (Must submit a copy of your transcripts with the degree conferred date Failure to do will result in an incomplete application.) AND Active member in good standing of the bar of a State, a territory of the United States, or the District of Columbia is required at time of application and throughout the duration of the appointment of the position. SPECIALIZED EXPERIENCE: In addition to the Basic Requirements described above, your resume must demonstrate total years of experience outlined below for each grade level with least one full year (52 weeks) of required specialized experience. At the GS-13: Applicants at the GS-13 level must have at least two years of professional post JD-legal experience with one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as conducting complex legal analysis and drafting legal documents as an attorney in one or more of the following practice areas: employment laws/personnel laws, equal employment opportunity (EEO) laws, and/or ethics and compliance. At the GS-14: Applicants at the GS-14 level must have at least three years of professional post JD-legal experience with one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as making recommendations on policies, analyzing and evaluating complex legal issues, and advising senior leadership on legal matters as an attorney in one or more of the following practice areas: employment laws/personnel laws, equal employment opportunity (EEO) laws, and/or ethics and compliance. At the GS-15: Applicants at the GS-15 level must have at least four years of professional post JD-legal experience with one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as providing complex legal advice, performing legal research, drafting legal documents, and handling litigation, as an attorney in one or more of the following practice areas: employment laws/personnel laws, equal employment opportunity (EEO) laws, and/or ethics and compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
