Job Description
This position is located in Office of the Chief Financial Officer, Risk Management and Internal Control Division. As an Auditor (Financial), you will coordinate, analyze and evaluate audits, internal control and financial-related activities impacting USCIS activities or operations. Provide professional assistance and direct support to all staff, identify best practices to improve program and process efficiency..
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/16/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/16/2025. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) A degree: in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph. (a), provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Assisting with conducting Internal control assessments in compliance with OMB Circular A-123 Guidance; Assisting with conducting interviews, and documenting results of assessments; Analyzing processes to identify anomalies; Assisting in performing root cause analysis and making recommendations for corrective actions; Briefing team leader and/or manager on the progress of work performed and any impediments. OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Assessing the design and operating effectiveness of internal controls over reporting; Performing risk assessments to identify control objectives and key internal controls; Performing root cause analysis and making recommendations for remedial action; Preparing reports to present internal control findings and recommendations to management and other stakeholders. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Assisting with the planning and monitoring of OMB Circular No. A-123 reviews; Assessing the design and operating effectiveness of internal controls, reliability of reporting and compliance with Laws and regulations; Developing new and/or updating existing policies and procedures related to internal control and financial-related processes; Provides briefings to upper management on the results of assessments and making recommendations for corrective action. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Leading the planning, monitoring and execution of OMB Circular No. A-123 reviews to ensure the proper design and effectiveness of internal controls; Applying technical expertise in developing risk-based audit approaches to evaluate a variety of programs; Developing standard operating procedures, and/or other related guidance associated with financial operations; Briefing process owners, and/or leadership on audit issues and recommending solutions.
