Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's degree from an accredited college or university AND at least three years of specialized experience that includes supporting the annual budget forecasting, formulation, and execution to include planning, designing, coordinating, implementing, and maintaining an agency's budget; performing the full range of program planning functions such as developing budget objectives, estimating resource costs, and evaluating plan effectiveness; providing financial advice and consultation to agency staff on complex and sensitive budget matters; developing recommendations for new policy changes; experience with financial management systems to manage accounting and budget data. OR At least five years of specialized experience as a budget analyst, including supporting annual budget justification, formulation, and execution. Experience in program planning, developing budget objectives, estimating resource costs, and evaluating plan effectiveness. Proficient in providing financial advice on complex budget matters, developing policy recommendations, and managing accounting and budget data through financial management systems. Additionally, experienced in forecast modeling DESIRABLE QUALIFICATIONS Bachelor's degree in Accounting, Finance, or Economics from an accredited college or university Experience in developing solutions using Dynamic 365, and Power Platform suite of tools (Power Apps, Power Automate, Power BI and Dataverse) EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Strong analytical skills, including expertise in payroll trend analysis, payroll projections, data modeling, and financial forecasting. Comprehensive knowledge of all phases of the budget process, such as formulation, justification, presentation, and execution. Experience in performing reconciliations, analyzing information, identifying problems and resolutions, and making budget execution recommendations. Ability to communicate effectively both orally and in writing, presenting concise and well-considered suggestions to leadership and other agency personnel. Proficiency in creating budget tables and writing narratives to support agency congressional budget justifications. Advanced skills in Excel, Microsoft Products, Power BI, and AI Tools to include the use of AI Prompting. You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
