Job Description

The Chief Resource Manager (CRM) provides enterprise resource management leadership for the Technology Services within the Treasury Common Services Center (TCSC). Advises on budget and resource allocation for high-priority initiatives, supporting Treasury leadership, the White House, OMB, OPM, DHS, and other stakeholders. Develops justifications, oversees planning and allocation, and ensures effective use of resources to achieve mission priorities.

Qualifications

To qualify for the position of Chief Resources Manager, candidates must meet the minimum requirements for a Senior Level position. Candidates must be a recognized subject matter expert with directly related specialized experience. Typically, specialized experience of this nature will have been gained at the GS-15 or equivalent level in the federal service or its equivalent in the private sector. Candidates must demonstrate their experience meets the Technical Qualifications (TQs) for this position in their two-page resume and this specialized experience must have been at a sufficiently high level of difficulty to clearly show the candidate possesses the required subject matter expertise and technical qualifications set forth below. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TECHNICAL QUALIFICATIONS (TQs): In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the TQs below: TQ 1 - Demonstrated experience managing IT budgets and resource allocations in a federal environment to align budgets with mission priorities and ensure efficiency, accountability, and compliance. TQ 2 - Ability to advised senior executives on resource planning, policy, and governance for high-priority initiatives. TQ 3 - Expertise in leading change management or workforce planning initiatives to optimize IT organizational performance. TQ 4 - Demonstrated ability to collaborate across IT functions (infrastructure, cybersecurity, cloud, zero trust) to identify improvements and execute cross-program initiatives. TQ 5 - Ability to provide high-level strategic and tactical advice to senior leaders, prepare policy proposals, and represent IT priorities.
