The primary purpose of this position is to Serves as Director for the 480th Intelligence, Surveillance, and Reconnaissance Wing (ISR Wing) staff on all enterprise-related matters. Serves as the principal administrative program director to the commander. Office of the Director of Staff (DS), 480th Intelligence, Surveillance and Reconnaissance Wing Joint Base Langley-Eustis, VA.
Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: A mastery of intelligence research, collection methods, dissemination applications, and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. The employee at this level applies experimental theories and new developments to problems dealing with the development and operation of Wing-wide functions and activities. While directs the development of concepts and long-range plans posturing the Wing for success in current and future operations by accepted methods or makes decisions or recommendations that significantly change or develop needed important policies and programs to meet organizational objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures. 2. Knowledge of Command, Service, DoD, and national level doctrine & policy, guidance and initiatives related to assigned programs. 3. Skill in planning and managing Enterprise-wide projects involving innovative concepts or approaches where precedents do not exist. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing. 4. Ability to analyze, plan, and adjust work operations of one or more organizational directorates to meet program requirements and objectives within available resources. 5. Ability to quickly assimilate highly technical and disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. 6. Ability to lead peers and executive level working groups, command level study teams, and committees from across the Intelligence Community and Department of Defense in forums to innovate and implement new ideas, projects, and methodologies and skilled in handling classified data in accordance with established DoD and Intelligence Community procedures. Conditions of Employment Continued: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
