The primary purpose of this position is serve as an Air Force Engineering and Technical Services (AFETS) senior technical advisor at the command level on complex and sophisticated systems/equipment to support MAJCOM and subordinate units. AFETS senior technical advisor performs short notice TDY, deployments and/or PCS moves to meet worldwide mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Equipment Services Series, 1670. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes knowledge of a comprehensive range of maintenance concepts, principles, and practices related to F-16 Airframe including but not limited to general aircraft maintenance, use of aircraft safety and protective devices, engine and auxiliary power operation, and coverage of aircraft emergency procedures; prepare the aircraft for maintenance, entry, and electrical (static) grounding; hook-up and removal of proximity switch control; application and removal of external power, ground cooling, ground communications, and utility power; opening and closing radomes and landing gear doors; solo flight configuration, engine oil analysis, electrical bonding and sealing, and stress frame installation and removal; use or operation of devices such as ejection control safety lever, safety pins, safety locks, safety pin flag assemblies, safety strut extensions, protective covers, and other required safety devices; subsystem components that furnish pressurization, heating, cooling, moisture control, filtering, and treating of the air used to ventilate the areas of the fuselage within the pressure seals. Includes cabin supercharger, equipment cooling, heating, fuel system heating, expansion turbine, valves, scoops, ducts, etc.; components that furnish a means of supporting and steering the aircraft on the ground or water, and make it possible to retract and store the landing gear in flight, includes tail skid assembly, arresting hooks, drag chutes, brakes, wheels, floats, skids, skis, doors, shock struts, tires, linkages, position indicating, and warning systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment related to C-130 (Airframe). Knowledge of required security and safety regulations, practices, and procedures. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER SIGNIFICANT FACTS PERTAINING TO THIS AFETS POSITION ARE: CAF AFETS senior technical advisor is subject to short notice TDY deployment and/or PCS move to meet worldwide operational/mission requirements. This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites. Based on operational necessity, TDY away from home base in support of other Air Force units may require travel by military or commercial aircraft. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime. This position requires a physical/medical examination. The employee must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY or remote PCS. This position may require employee to work under adverse environmental conditions. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Incumbent may be deployed to a remote area and request to be armed or the position has access to firearms or ammunition. When the situation occurs, the position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Employee must be able to obtain and maintain a Secret Clearance as a condition of employment.

Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements. You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old). ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
