Job Description
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (LABOR REL/EMPL REL) (TITLE 5), Position Description Number T5021P01 and is part of the FL HRO, National Guard.
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Human Resources Specialist (Labor Rel/Empl Rel). PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. SPECIALIZED EXPERIENCE: GS11: Must have at least one year of specialized experience at the GS-09 level or the equivalent which provides knowledge and/or experience in personnel and manpower core competencies, Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Experience with labor-employee relation principles, concepts, practices, laws, and regulations on all topic areas to provide authoritative interpretation and guidance in a state national guard, Experience in consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations; experience in applying performance management, performance appraisal, and awards program principles, practices, and techniques; experience with communication techniques sufficient to develop and deliver briefings, prepare correspondence, foster understanding and acceptance of findings, present arguments and advisory opinions, and coordinate activities among diverse individuals and institutions; Experience in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. Experience assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experience conducting performance management and productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, the incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individuals are selected for this position, the position has potential to Grade__12____. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
