Job Description
This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Human Resources Specialist, you will support a team of senior-level Human Resources Specialists by performing a variety of HR support duties in areas such as classification, recruitment and placement, compliance, and personnel action processing.
Qualifications
This announcement is open to active DOE federal employees. DOE employees participating in either the OPM (Fork in the Road) or DOE Deferred Resignation Program (DRP) are not eligible to apply for this announcement. DRP participants are not considered active DOE employees because they have agreed to separate from the agency. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. GS-07: A qualified candidate's online resume and personnel records must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-05 in the Federal service. Specialized experience for this position is defined as meeting ALL the following: Responding to general inquiries pertaining to a variety of HR functions. Assisting staff in processing personnel actions into human resources systems. Providing administrative support to staff performing personnel functions. You may substitute education for specialized experience for the GS-07 grade level as shown below: Successful completion of one full academic year of graduate level education; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in business administration, or a similarly related major. TRANSCRIPT IS REQUIRED - OR - Superior Academic Achievement (S.A.A.): Is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The requirement of a superior academic achievement is described below: Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. TRANSCRIPT IS REQUIRED. - OR - A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. TRANSCRIPT IS REQUIRED. GS-09: A qualified candidate's online resume and personnel records must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as meeting ALL the following: Responding to customers' inquiries or questions pertaining to the status on recruitment and staffing. Applying knowledge of fundamental recruitment and placement practices. You may substitute education for specialized experience for the GS-09 grade level as described below: Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree. TRANSCRIPT IS REQUIRED "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
