Job Description

The primary purpose of this position is to as an Air Reserve Technician (ART) officer, to serve as a Flight Commander in an AFRC Intelligence Squadron. The employee has responsibility for all intelligence operational training and operational matters for the unit. The employee also has responsibility for orchestrating related Air Force Reserve integration into global Air Force ISR operations and training via associated programs. **Salary ranges include local market supplements.**

*********THIS IS AN AIR RESERVE TECHNICIAN (ART) POSITION*********** ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. Maj, O4 This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: serving as a subject matter expert and requires a comprehensive knowledge in a multitude of concepts, principles, and practices to include intelligence research, collection methods, analytical applications, and other highly technical, diverse multi-intelligence functions to support global U.S. Air Force, DoD, and National level Agencies in the areas of HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, Targeting, All-Source Fusion Analysis, and DCGS employment. Employee demonstrates an expert structural knowledge of the intelligence community, Joint, DoD, organizations and mission/functions, inter-relationships, and operations needed to effectively integrate all AFRC ISR operations with other total force initiatives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must be fully qualified and experienced intelligence officer preferably having operational experience in at least two of the below intelligence disciplines/operations: HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, Targeting, Acquisition Intelligence, collection management, analytical production management, and dissemination. Knowledge of global intelligence operational requirements and associated processes to support Air Force, Combatant Commands and Theater Air Force Component Commands and understanding of intelligence concepts, capabilities, and operations. Knowledge must also include laws, authorities, regulations, policies, and precedents which affect Intelligence operational programs and related support resources. Knowledge of and ability to formulate operational and training plans and policies pertaining to intelligence operations and training and unit operational and training activities. Knowledge of advanced management and organizational principles and practices, program goals, missions, functions, administrative operations of the Group, Wing, NAF, and HQ AFRC. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military). Knowledge of operational and training programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs. Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing. Ability to integrate Air Force Reserves into intelligence operations missions to include training while ensuring command/control oversight and tasking authorities are properly executed. OTHER SIGNIFICANT FACTS CONT: This is an Air Reserve Technician (ART) Officer position. The employee is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow employee to participate in unit training assemblies (UTA). The employee's regular assignments are ART duties; however, the employee may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Employee may occasionally be required to work other than normal duty hours or overtime to meet workload demands. Mobility: This is a designated mobility position. Employee must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
