The primary purpose of this position is: is to serve as the IT Program Manager for the Air Force Office of Special Investigations, Office of Special Projects (AFOSI PJ). This position will be responsible for the management and execution of all classified and unclassified software development and technology fielding efforts on behalf of AFOSI PJ programs and projects.

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Mastery in planning advanced IT projects/initiatives and of leading task forces for resolving critical problems which require innovative solutions in many aspects of the project. Applying detailed knowledge and experience with communication and IT technology discipline as it relates to operating systems, database management (DBM) systems, telecommunications, interoperability, configuration management (CM), integration, Life Cycle Management (LCM), software metrics, Electronic Data Interchange (EDI), modeling, simulation, logistical supply/resupply, transportation, database administration, and contract administration. Applying comprehensive knowledge of AFOSI and AFOSI PJ's IT requirements, ability to articulate highly complex and critical interagency command and control; logistics, acquisition and operational processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of modern software project management techniques and concepts, to include Agile methodologies, the requirements gathering/user story development processes, with the ability to provide expert technical advice and guidance to senior leadership on appropriate programmatic decisions and applications of technology that can meet current and future mission requirements. 2. Expert knowledge of all USAF and DoD policies related to the protection of classified information as it pertains to information technology systems, including the specialized policy requirements of Special Access Programs and their associated Security Classification Guides, along with the Authorization to Operate approval process. 3. Working knowledge of a wide range of computer programming languages and modern software frameworks, to include Angular, Python, Java, XML-based metadata generation, the handling, transformation, programing for common internet protocols (HTTP, HTTTPS, FTP), interfacing software with SQL databases; and JavaScript libraries (jQuery, ExtJS), PHP programing, SQL database administration/manipulation, cross domain application level security guards/gateways, implementation of Public Key Infrastructure (PKI), and vulnerability assessment tools. 4. Skilled in oral communications with the ability to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability in establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
