Job Description
The foreman is under the general supervision of the Chief, Projects and Operations. This position has supervisory responsibility one(1) WL-5402-10 Utility System Operator Work Leader, five (5) WG-4742-9 Utility System Operators, one (1) WG5306-11 A/C Equipment Mechanic, four(4)WG-5306-10 A/C Equipment Mechanics and one (1) WG-4748-08 Maintenance Worker.
Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. The screen out element for this announcement is: Ability To Lead Or Supervise. Examples include: Leading or supervising employees and applying principles and theories related to air conditioning and refrigeration, such as heat transfer laws, refrigeration cycles, and pressure-temperature relationships. Operate high-pressure boilers. Supervising employees who operate and maintain complete building utility systems, which include boilers, air handling systems, refrigeration units, fire systems, and emergency generators. Utilizing psychometric charts and possessing the skills and knowledge needed to balance complex heating, ventilation, air conditioning, and smoke control systems using computer controls and making manual adjustments as needed. Operating building management computer systems. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Lead or Supervise Interpret Instructions, Specifications (includes blueprint reading) Knowledge of Equipment Assembly, Installation, and Repair, etc. Materials Measuring Instruments Technical Practices (Theoretical, Precise, Artistic) Use and Maintain Tools and Equipment Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Requires infrequent lifting of up to 50 pounds. Although there is frequent walking, stooping and bending involved in the work, it is not constant. Uses ladders frequently in hard to reach places, stooping, stretching bending and kneeling are frequently for longer periods of time Working Conditions: The incumbent can be called upon to work day, swing, and graveyard shifts so workload can be accomplished. There is constant exposure to caustic chemicals, hot metal surfaces, extremely environmentally adverse conditions and the danger of scalding liquids and steam. While most of the hazards are contained or protective equipment is available, there are occasions of extreme exposure (such as cleaning interior boiler surfaces) when contamination cannot be totally eliminated.
