Manager, Office of Employee Assistance

Job Description

The U.S. House of Representatives Office of Employee Assistance (OEA) provides comprehensive employee assistance services to employees of the House, U.S. Capitol Police and Congressional Budget Office, and their immediate family members. The incumbent is responsible for providing leadership and guidance to a team of counselors within the CAO’s Office of Employee Assistance (OEA).

Qualifications

Minimum Requirements: Master’s degree in Counseling, Psychology, Social Work or a related field. Ten years of direct service delivery experience in the Employee Assistance field, including client assessment, short-term solution-focused counseling, follow-up, referral; management and other organizational consultation, performance coaching, Critical Incident Response for individuals and teams; and training and retreat facilitation. Thorough knowledge of employee assistance program design, core technologies and ethical standards. Experience and understanding of workplace cultures and processes, including the House community and law enforcement organizations. Experience in program oversight and best practices in the Employee Assistance Field. Experience in establishing and maintaining administrative and quality control processes. Proven ability to demonstrate critical thinking and to analyze problems and evaluate viewpoints and proposals. Proven ability to communicate effectively, both orally and in writing as well as the ability to establish effective working relationships with senior staff and other high-ranking officials. Working knowledge and technological proficiency using various automated office systems and software programs, including ability to oversee administrative functions of such programs. Availability to work additional hours and travel as required. Preferred Qualifications: Advanced licensure in a behavioral health-related discipline suitable for independent clinical practice; certification in employee assistance (CEAP) and related service provision. Knowledge of the legislative environment, U.S. House of Representatives, and its operations. Thorough knowledge of and extensive experience in conceptualizing, designing, and delivering effective and appropriate training programs for work organizations. Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
