Job Description

The incumbent works within the Maintenance Division of Facilities Engineering Service at the Minneapolis VA Medical Center as a Motor Vehicle Operator. Vehicles operated range from 2 to 4-person all-electric utility vehicles, Dual-Use vehicles, 70 passenger busses and dump/plow trucks with a GVWR of up to 33,000 pounds. The MVO duties include patient transport, vehicle maintenance, winter operations including snow removal and plowing and groundskeeping work performing lawn mowing and trimming.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2025. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Examples of qualifying related experience include: ability to operate various types of gasoline and/or diesel-powered vehicles (e.g., 2 to 4-person all-electric utility vehicles, Dual-Use vehicles, including a 14 passenger equipped with wheelchair accessability, 70 passenger busses and dump/plow trucks with a GVWR of up to 33,000 pounds) to transport patients and cargo; operate passenger buses, platform, van, stake, and dump trucks; operate vehicles equipped with lift-gates, spreaders, blades, electrically, hydraulically and/or mechanically operated; inspecting vehicles and performing operator maintenance (e.g., monitoring fluid levels, replacing air filters and interior lights, checking tire pressure and hose connections, and washing the vehicle) before operating them to ensure that they are clean and in safe operating condition; determining the shortest and safest routes to travel, can recognize hazardous conditions, and can alter routes to avoid them; perform duties utilizing radio communications techniques that conform to applicable communication standards; locate, extract, and present information in a clear and effective manner, providing accurate information to management, employees, and patients; operating, starting, stopping, backing, and driving a Mobile Medical Unit. These duties were performed within a healthcare setting and involved transporting patients to other hospitals, clinics, etc. in accordance with prescribed schedule(s) in a safe manner. The potential eligibles are then rated against the remainder of the Job Elements: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Driver's License Requirement: Must possess a valid Commercial Driver's License (CDL) with passenger endorsement to operate a motor vehicle. ** Applicants have one (1) year to obtain the required CDL **(Please do not submit a copy of your license with your application package. You will be required to show your valid commercial driver's license at the time of your interview or discuss obtaining your CDL within one (1) year of employment. Physical Requirements: All MVO's perform the following movements: stooping, crouching, throwing, pushing, pulling, lifting (heavy lifting with frequency), jumping from loading platforms to trucks, and jumping from trucks to loading platforms. Heavy physical effort is frequently exerted in the handling of objects weighing up to 80 pounds while loading or unloading, and occasionally handling objects weighing over 100 pounds. Making couplings between vehicles and towed equipment requires moderate physical effort in that heavy chains, bars, hooks, etc. must be lifted and properly secured. Working Conditions: Drives in all types of weather and may be subjected to driving in all types of traffic. Works outside in all weather conditions, and inside areas that may be noisy, dusty, drafty, and where vehicle exhaust is present. The equipment, tools and tasks involved at this level require special care to avoid injuries.
