The primary purpose of this position is to serve as an Aerospace Medicine Physician at the Headquarters Air Force Reserve Command (HQ AFRC). This position applies military aerospace and occupational medicine, as well as physical standards expertise in the adjudication of USAFR Medical Waivers. ***Term Position NTE 48 months***

Qualifications

In order to qualify, you must meet the Individual Occupational Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Physician (Aerospace Medicine), GP-0602-14. Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. OR 2. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. 3. Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. and Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) or(external link) American Osteopathic Association (AOA). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link) (AMA), American Osteopathic Association (AOA) or Accreditation Council for Graduate Medical Education (ACGME)(external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Additional Requirements: For GS-14 -- 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional Aerospace, Occupational and Family Medicine practices, principles, and theories to carry full responsibility for medical care of a wide range of illnesses and injuries. 2. Knowledge of clinical decision making principles, population-based management strategies, and principles of disease management using clinical practice guidelines. 3. Knowledge of the DoD and U.S. Air Force Instructions (AFI) governing the duties and physical standards for aviators, special duty operators, and continued military services, to include but not limited to DODI 6130.03, AFI 48-123, USAF Aerospace Medicine Waiver Guide, USAF Aerospace Medicine Approved Medications handout, and the equivalent Army/Navy regulations. 4. Knowledge of the various military entities involved in development and execution of DODI policies / procedures for Medical Standards for Appointment, Enlistment, or Induction in the Military Services and Military Academies, and Standards of Medical Fitness for the Air Force and Sister Services for aviators and special operational duty personnel; knowledge of AFIs pertaining to return to ADAF guidance for members separated from military service applying for re-entry as an ADAF or transfers from other DoD military/federal services. 5. Knowledge of DHA and AFMS structures and medical accession, retention, readiness, deployment, and aerospace medicine policy and procedures. 6. Skill in the analyzing and reviewing documentation regarding the evaluation, diagnosis, and treatment of a wide variety of diseases and medical conditions, to include but not limited to diabetes, hypertension, cardiovascular disease, asthma, arthritis, cancer, extremity injuries, and psychiatric psychological disorders. 7. Ability to communicate orally and in writing in order to: guide, train, and mentor other physicians, nonphysician providers, medical paraprofessionals, clinical nurses, and ancillary support staff, and to present briefings and make recommendations to health care professionals and leadership. 8. Ability to analyze, evaluate, and draw conclusions from complex medical and technical documentation and information; ability to track critical processes and produce reports and analyses of data associated with key tasks, projects, key performance indicators and produce a comparative analysis of standards against actual results. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (includes current Air Force employees): You must submit a legible copy of a SF-50, Notification of Personnel Action. The SF-50, block 24 must contain "1" or "2" AND block 34 must be a "1". Employees eligible under an OPM approved interchange agreement, block 34 may contain a "1" or "2". Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements. You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old). ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following: Name/Rank/Grade of Service Member Branch of Armed Forces Dates of Active Service (Start and End Date(s) Expected Date of Discharge/Release from Active Duty Terminal leave start date (if applicable) Expected character of service/discharge and type of separation (i.e. separation or retirement) Must be certified within 120 days of anticipated discharge Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander. Note: The VOW Act provides tentative preference. If appointed, a DD Form 214 must be submitted upon receipt.
