Job Description

The position is assigned to Child and Youth Programs (CYP) (N96); Fleet and Family Readiness (FFR) Commander, Navy Installations Command (CNIC); Washington, DC. The incumbent serves as a CYP Program Analyst who is responsible for providing technical direction, guidance and policy development on special needs inclusion and behavior support programs, management and administration of the CYP program to all regions and functional Program Managers (PMs) within the CNIC area of responsibilities (AOR).

Qualifications

Comprehensive knowledge of concepts of program management, inclusive environments in group settings, requirement determination, policy development, evaluative and analytical processes, and programs implementation. Knowledge of the Navy operational organizational structure, chain of command, protocol, and funding, particularly as it relates to Child and Youth Programs. Knowledge and understanding of DOD/DON philosophy, goals, vision, policy and programs relating to CYP issues of military members. This includes processes required to develop evaluate, and defend programs to higher levels in DOD, DON, and Congress. Knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC AOR and translating legislation into program goals and implementation. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on CNIC/DON/CYP program goals and objectives. Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys, and data search. Knowledge of the Individuals with Disabilities Education Act (IDEA) and The Rehabilitation Act of 1973 as they apply to CDCs, school age centers and community-based support services. Skill in developing, organizing, and conducting executive studies through team efforts. Skill in program planning, organizing and coordinating to devise and carry out a variety of program components. Skill in project management, including planning, implementation, tracking, and reporting progress on project goals and activities, as well as managing risks and adapting plans to address unexpected events. Advanced organizational skills with the ability to handle multiple assignments. Ability to establish and adapt project priorities, specify, and track milestone for work accomplishments, request assistance when needed, and overcome obstacles to project completion. Ability to use feedback and measurement to improve Navy CYP services and to represent a customer-oriented approach in all communications and services. Ability to work on multiple projects concurrently, ensuring deliverables are completed on time, are of the highest quality, and enhance the reputation of Navy CYP. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to build consensus with all levels of personnel and stakeholders inside and outside the Navy community. Ability to identify and apply appropriate evidence-based inclusive practices to meet the needs of individual children and youth and groups of children and youth in a child care or group setting. Ability to collaborate and adapt support priorities, specify, and track milestone for program accomplishments, request assistance when needed, and overcome obstacles with CYP stakeholders who have different perspectives on supporting individual needs to achieve common goals and enhance program effectiveness. Ability to develop, collect, and analyze quantitative and qualitative data to identify trends across the program, communicate trends, and propose solutions to program leadership. Ability to develop and effectively deliver presentations and/or training. Ability to work on multiple projects concurrently, ensuring deliverables are completed on time, are of the highest quality, and enhance the reputation of Navy CYP. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
