Job Description
This position is established a Director, Office of Academy Financial Management is responsible for leading finical management initiatives and developing and implementing financial policy, operations, procedures, and systems for the United States Merchant Marine Academy (USMMA).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience supervising a financial management workforce overseeing budget, accounting, and audit readiness, ensuring compliance with financial laws and policies while modernizing processes to improve transparency and accountability. Experience directing a comprehensive financial management program, including budget formulation, execution, internal controls, and financial reporting, while advising senior leadership on resource allocation and mission priorities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving – Identifies and analyzes complex financial issues, weighs relevance and accuracy of information, and develops well-reasoned solutions to improve program efficiency and compliance. Financial Management – Applies federal financial management principles, including budget formulation, execution, internal controls, and financial reporting in accordance with OPB, Treasury, and GAO requirements. Leadership – Inspires, motivates, and guides staff; provides oversight and direction; fosters collaboration; and ensures alignment of financial management functions with organizational goals. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
