The primary purpose of this position is to serves as the Deputy Director for the Intelligence Directorate (J2), Joint Task Force National Capital Region (JTF-NCR), a component of the U.S. Army Military District of Washington (USAMDW) and subordinate command of the U.S. Northern Command. Shares with the J2 Director the full scope of responsibility for managing the activities of the Directorate.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments; knowledge of the national intelligence community, Joint, DOD structure, organizations and mission/functions, inter-relationships, and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in applying intelligence doctrine, principles, concepts, and methodologies of all-source intelligence threat analysis and research, to include link analysis and database manipulation, in support of current military operations, exercise scenario development, and real-world contingency planning. Knowledge of safety and security regulations, practices, and procedures. 2. Knowledge of the national intelligence community, Joint, and DOD structure, organizations and mission/functions, inter-relationships and operations. Knowledge of all phases of the intelligence cycle (Planning and Direction, Collection, Processing, All-Source Analysis and Production and Dissemination), including the processes employed to task them. 3. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5. Ability to communicate effectively, both orally and in writing, in order to write clear and concise intelligence products, and deliver written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to quickly assimilate disparate intelligence data render knowledgeable and accurate assessments, recommend logical courses of action to senior decision makers under conditions of urgency and pressure, and present/defend positions effectively and maturely based upon fact and experienced. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment. Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. 3. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. 4. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
