Job Description
This position is located in the Veterans Health Administration (VHA), Mid-Atlantic Health Care Network VISN-6 within the Supply Chain Management Service at the Charlotte Health Care Center. The primary purpose of the position is to ensure that supplies and material are distributed to all areas serviced by Logistics. Assignments include but are not limited to: scanning, barcoding, receiving, storing, and the distribution of medical and surgical supplies, instruments, and other material.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials, as required by the announcement. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-05: You must possess at least one (1) full year of specialized experience that is equivalent to at least the GS-04 grade level in Federal service and related to the duties of this position that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience would typically include, but are not limited to: providing supplies and material to clinical and administrative areas of a complex health care facility; scanning, bar-coding, receiving, storing and distributing medical and surgical supplies, instruments and other material; monitoring expiration dates; cleaning assigned areas in accordance with aseptic principles; utilizing an automated system to maintain inventory; and answer customer questions regarding supplies and materials. OR, GS-05 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Four-years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for GS-05. OR, Combining Education and Experience for GS-5 level positions (TRANSCRIPTS REQUIRED): Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You will be rated on the following Competencies for this position: Attention to Detail Customer Service (Clerical/Technical) Reasoning Technical Competence Technology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
