TRAFFIC MANAGEMENT SPECIALIST

IOWA ARMY NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION This position is open to current on-board Title 5 and Title 32 employees of the Iowa Army National Guard. Military membership is required. LOCATION: G4, Johnston, IA

MINIMUM REQUIREMENTS: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2130-9: Must have experience in the following: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
