TRAFFIC MANAGEMENT SPECIALIST (TITLE 32)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2126000 and is part of the IL 126, National Guard.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. ]Military Grades: Enlisted - Minimum Rank is E7 - Maximum Rank is E8 GENERAL EXPERIENCE: MUST possess experience that has provided a general knowledge and understanding of traffic or transportation programs and operations. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade of GS-7; experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs; experience participating in the direction and coordination of traffic management functions; experience interpreting and providing routine advice on carrier tariffs and related routing guides; interpreting regulations/requirements and developing local policies to implement changes effectively: experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures: experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges: experience which involved negotiations with carriers on individual shipments or traffic movement: experience in making effective presentations both orally and in writing. GS-7 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade of GS-5; experience managing or participating in managing a transportation or traffic program involving; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies: performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services: negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities: providing advisory service involving commodity analysis from the transportation standpoint. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
