Major duties
Incumbent works directly with Marine Corps Official Lodging Manager, Official Lodging Regional Managers, Installation Lodging Program Managers, and property level maintenance staff across the entire Marine Corps Hospitality Services (MCHS) portfolio to support the management of the facility infrastructure, equipment, and mechanical systems. This position has direct oversight of the Regional Facilities and Maintenance Managers and provides leadership, support, and operational guidance to Regional Facilities and Maintenance Managers. Develops enterprise preventative maintenance program for all facilities. Develops standard daily, weekly, and monthly maintenance checklists and defines property walk through standards. Determines & implements safety training programs. Provides training on life safety, maintenance, computerized maintenance management systems, building automation systems for the MCHS field staff. Develop capital budgets and lifecycle replacement schedules for systems and furnishings, fixtures & equipment (FF&E), as well as operational budgets for programs. Advises on facility and maintenance issues related to electrical, mechanical, HVAC and refrigeration systems, process controls, plumbing, painting and basic carpentry that fit best industry practices. Consults on capital projects and is the subject matter expert on facilities and maintenance. Provides ongoing feedback to Regional Lodging Managers regarding performance of the Lodging facilities¿ compliance with fire and life safety standards, preventative maintenance, and other facilities and maintenance items. Oversees management of major and minor construction projects, to include budgeting, contract management, bid proposal review and evaluation, facility planning, design development, and project control. Serves as a primary point of contact for MCHS on construction and maintenance matters. Conducts program analysis and initiates corrective actions to ensure alignment with organizational goals and compliance with Marine Corps directives. Serves as the Contracting Officer¿s representative (COR) for enterprise and/or regional contracts in support of the Official Lodging Program as it relates to maintenance and service of major equipment and systems. Initiates, submits, reviews and approves procurement actions for systems contracts, replacements and repairs across the MCHS enterprise. Is directly responsible for the execution of capital project tracking and execution. Develops, provides, reviews statements of work, performance work statements and procurement plans for MCHS. Plans, organizes work, and manages internal maintenance procedures and resources to ensure maximum productivity and economies. Creates and implements standard operating procedures (SOP) as it applies to facility and vehicle maintenance, repairs, training, and facility operations. Prepares internal office financial plans and related records and reports. Monitors programs on a regular basis, and in coordination with Official Lodging Regional Managers. Initiates corrective action to ensure safe, efficient, and well-maintained facilities. Develops long range plans in conjunction with internal operating directives. Ensures compliance with fire, safety, and other environmental issues and programs. Serves as a liaison for MCHS for MR Procurement, MR Construction and Regional Procurement Offices regarding maintenance, repair and construction projects. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action. Travels to complete work assignments and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Performs other related duties as assigned.
What you need to qualify
A minimum of six years in the hospitality industry or related field in a facilities operation and/or management capacity. Experience must demonstrate knowledge and experience in applying the principles, methods, techniques, and theories of field engineering to oversee the management and administration of facilities and maintenance functions. Knowledge of work methods and practices of various building trades. Knowledge of pertinent safety, occupational health, and environmental regulations. Ability to motivate, encourage and lead people. Ability to communicate orally and in writing. Knowledge of NAF policies and procedures preferred. Universal Chlorofluorocarbon (CFC) certification preferred. Knowledge and skills in the following areas are highly desired: facility management, electrical, mechanical, HVAC and refrigeration systems, process controls, mechanical power transmissions, painting, plumbing, or carpentry. A valid driver¿s license is required. Must be proficient in the use of a personal computer and competent in report building utilizing Microsoft office software such as Word, Excel, and PowerPoint Ability to read and understand blueprints, schematics, and technical specifications to aid in troubleshooting analysis.
