MANAGEMENT AND PROGRAM ANALYST
What you'd do
You will serve as a Management and Program Analyst in the Resource Management Division of NAVSUP FLT LOGISTICS CNTR PUGET SOUND.
Major duties
You will be responsible for managing and tracking organizational staffing, including grade levels and funding sources, to ensure alignment with authorized manpower authorizations and fiscal sustainability. You will conduct analytical studies of organizational structures, workload, and staffing levels, and providing strategic recommendations, alternative options, or data-driven briefings to senior leadership. You will be responsible for utilizing automated human resources or manpower systems (such as TFMMS, DCPDS) to process Manpower Change Requests (MCRs), generate Requests for Personnel Actions (RPAs), and ensure the accuracy of personnel data. You will be responsible for reviewing, validating, securing financial approval for, and generating RPAs in accordance with higher-level agency guidelines and regulations. You will be responsible for interpreting and applying command directives and policies (e.g., DoD, DON, OPM), responding to data calls, and maintaining documentation to ensure personnel actions meet financial integrity and audit readiness standards
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) executing civilian manpower management programs (such as reconciling authorizations or preparing change requests); (2) conducting detailed staffing or organizational analyses to validate personnel requirements; and (3) processing, validating, or approving Federal personnel actions (such as RPAs) within a multi-departmental or command-level organization.
