What you'd do

You will serve as a PROGRAM ANALYST in the ADMINISTRATIVE BUSINESS OFFICE of NLSC.

Major duties

You will review all purchase documentation and verify transactions are proper, legal, mission essential, and correct in accordance with government rules and regulations. You will research questionable procurement transactions and report suspicious activities. You will complete monthly program audit tool entries and support preparation for internal and external audits. You will formulate and conduct informal trainings and recommend employees for formal training when appropriate.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced knowledge of utilizing a Government Credit Purchase Card (GCPC) and a wide range of contracting procedures, methods and contact types, negotiation, fixed-price, and use of special provisions and incentives to plan and carry out contacting assignments related to pre-award functions, prices/cost analysis, and the review of these functions; 2) Applying thorough knowledge of the Federal Acquisition Guide (FAR) and Defense Federal Acquisition Guide (DFAR) to determine how policies affect the support programs; 3) Managing Electronic Document Access (EDA) and Federal Procurement Data System (FPDS) in order to have administrative ability to provide oversight of invoice tracking and processing; and 4) Determining business practices and market conditions to evaluate bid responsiveness, contactor responsibility, and contactor performance.
