This position is located at Bureau of the Fiscal Service, Retail Payments and Accounting Division. As a Management and Program Analyst, you will be responsible for analysis of the efficiency and effectiveness of programs, development of improvements, implementation of new methods and procedures, and formation of long-range plans for the assigned organization.

Major duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Study, analyze, and develop methods, procedures, processes and policies used by the organization independently or as part of a team. Analyze and evaluate general and specific information needs relative to programs. Determine various ways of satisfying those needs and present options to officials in issue papers, written reports, and oral briefings. Establish criteria for measuring program effectiveness. Conduct or assist in developing long-range strategies for the major program elements. This involves monitoring existing plans, developing mechanisms to project future program developments and needs, keeping abreast of and conducting research relevant to programs, and developing strategies and plans to accomplish long-range goals. Provide support to management in a wide variety of administrative and operational matters. Compile data and perform statistical analysis to evaluate the effectiveness of programs and initiatives. Develop methods to track data and report results to management for budgetary, financial and staffing purposes. Review, evaluate and recommend modifications to program goals, objectives and priorities. Determine the organization's degree of success in attaining those goals, identify factors influencing program accomplishments and recommend actions accordingly.

What you need to qualify

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience: For the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: - Conduct quantitative and qualitative analyses to identify issues and recommend solutions; AND - Interpret multi source data to uncover trends and present actionable insights; AND - Lead cross functional analytical projects and produce concise executive level products. For the GS-11, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as: - Analyze financial or program data to measure effectiveness and support improvements; AND - Compile, track, and report operational data to support program or customer needs; AND - Present findings and apply analytical techniques to resolve operational issues. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-9, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position is defined as: -Collect and analyze data to support reports, program evaluations, and process improvement studies using standard analytical methods; AND -Communicate findings clearly while supporting project coordination, stakeholder needs, and operational reviews. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-9 level for 52 weeks. For the GS-9, you must have been at the GS-7 level for 52 weeks.
