TELECOMMUNICATIONS SPECIALIST
What you'd do
You will serve as a TELCOMMUNICATIONS SPECIALIST in the PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT of NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION (NCTAMS).
Major duties
You will serve as the Contracting Officer’s Representative (COR) and be the technical liaison between the Government and contractor for specific contracts, set of line items or orders. You will monitor the contractor’s performance and provide technical advice to the contracting officer. You will provide technical advice regarding Performance of Work Statements (PWSs) of the contract which includes: verify that invoices properly reflect the services performed or the products delivered, resolve security issues, and attend meetings. You will aid government officials in the acquisition planning and contract award process. You will establish and maintain the COR file with all required documentation. You will identify, prevent and report unethical conduct and instances of fraud, waste and abuse by the contractor. You will review technical deliverables and ensure compliance with Statements of Work/Statements of Objectives and generate reports in accordance with the Quality Assurance Surveillance Plan (QASP). You will serve as the Certifying Official (CO) and validate transactions to ensure they meet legal requirements prior to certification. You will assist in the development of multiyear financial planning reports and multiyear budgets.
What you need to qualify
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: - Experience developing Naval Telecommunication contract acquisition packages and conducting market research/development of contract documentation. - Experience utilizing the Billing Information Processing System (BIPS) and Configuration Accounting Information Retrieval System (CAIRS) or equivalent systems. - Experience auditing and completing invoice reconciliation for contract services. - Experience installing, operating, and maintaining telephone equipment and cable distribution systems.
