This position is located in the Division of Operations Management, Office of the General Counsel, National Labor Relations Board (NLRB). The purpose of this position is to serve as the first line supervisor and as a technical specialist for the Agency's electronic case management system.

Major duties

As a Supervisory Program Analyst (NxGen) (Electronic Case Management Supervisor), GS-0343-13, your typical work assignments may include: Participating in the development and deployment of Headquarters/Regional Office user requirements and system design and updating the electronic case management system. Planning, scheduling, conducting, and/or coordinating various types of studies or projects to evaluate and recommend ways to improve the effectiveness and efficiency of work operations as it relates to the electronic case management system. Gathering, analyzing, and/or evaluating information and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations and the electronic case management system. Providing technical and administrative supervision and direction to subordinate staff members Preparing and/or reviewing documents, written instructions and material for users.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Supervisory Program Analyst position has experience working with the Agency's electronic case management system (NxGen). The ideal candidate works closely with the Office of Chief Information Officer including on troubleshooting complex system issues and identifying performance and skill gaps that impact Field operations and recommending ways to improve the system's effectiveness and efficiency. This candidate will leverage NxGen data to deliver actionable recommendations that inform both short- and long-range management planning. Additionally, the ideal candidate demonstrates the ability to build and maintain strong working relationships. The candidate will be able to set clear priorities, develop user guides and training materials, and ensure consistent policy and process implementation through train-the-trainer sessions and engaging presentations. MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Program Analyst (NxGen) (Electronic Case Management Supervisor) at the GS-13 grade level. Specialized experience includes: Experience working with an Agency's electronic case management system (NxGen) initiatives, including coordinating with various stakeholders, troubleshooting, and assessing performance/skill gaps affecting field work; and Experience applying (NxGen) data to evaluate and improve case handling operations, recommend performance measures, and support management planning; and Experience leading employees, including setting priorities, developing training materials, and conducting training sessions to ensure consistent policy and process implementation. TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-12 or equivalent grade level of the federal service, is required to qualify for this position. (NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive). As an employee, you may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1". NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
