SUPERVISORY PROGRAM MANAGER

You will serve as a SUPERVISORY PROGRAM MANAGER in the COMMAND OPERATIONS DEPARTMENT of FLEET READINESS CENTER SOUTHWEST. This is a RE-ADVERTISEMENT of Announcement Number: ST-12998801-26-SRD. Applicants that have previously applied NEED to re-apply to this announcement.
Major duties
You will serve as principal advisor to the Executive Director and Commanding Officer on the operational impact of new DoD/DoN mandates, recommending command-level implementation strategies to mitigate operational risk and optimize command resources. You will lead strategic planning initiatives for the command, defining local long-range goals, establishing performance metrics, and restructuring command programs to align with higher-echelon strategic intent. You will direct and provide executive oversight for command support programs, including Total Force Management/Human Capital Management, Information Technology, Security, Public Affairs, and the command Inspector General (IG) program. You will oversee the allocation of human capital, determining organizational structures, shifting personnel resources between programs to meet emergent mission requirements, and managing local workforce shaping initiatives. You will be responsible for the formulation and execution of annual operating budget for the department and negotiating executive resource changes with the Commanding Officer. You will advocate for command interests and resource requirements to higher-echelon headquarters, justifying local operational policies and program performance data to secure necessary funding and staffing.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing executive oversight for a broad, multi-disciplinary portfolio of operational or administrative programs, integrating cross-functional efforts, and driving strategic mission outcomes through the direction of subordinate supervisors and technical subject matter experts; 2) Representing an organization in negotiations or strategic discussions with cross-functional groups, executive leadership, or external partners to resolve systemic issues and achieve shared programmatic goals; 3) Leading a multi-disciplinary program team to deliver complex projects, managing, justifying, and executing program budgets and personnel resources, and utilizing cost-benefit or trade-off analyses to optimize resource allocation and deliver cost-effective, high-quality program outcomes; and 4) Translating overarching policy guidance from higher authorities into actionable operational directives, leading strategic planning initiatives to develop and implement long-range organizational goals, advocating for command interests and resource requirements to higher-echelon headquarters, and coordinating with external regulatory agencies to ensure compliance or manage external oversight inquiries.
