This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, Office of Human Resources (OHR), Strategic Workforce Planning Directoriate, headquartered in Washington, District of Columbia. Major duties

WHAT YOU'LL BE DOING DAY TO DAY As a Human Resources Specialist, you will use your knowledge and experience to optimize business results and customer experience by: Leading the design and implementation of Department-wide hiring frameworks that integrate workforce planning, budgeting, and mission priorities. Driving enterprise transformation in hiring practices across HHS through strategic planning, performance management, and continuous process improvement. Directing cross-functional coordination with Operating Divisional leadership and HR organizations to ensure hiring plans are executable, measurable, and aligned to enterprise goals. Leading enterprise outreach efforts, strategic partnerships, and targeted sourcing initiatives for mission-critical and hard-to-fill occupations. Advising senior leadership on program performance, risks, and strategic enhancements, ensuring compliance with merit system principles, OPM regulations, and Delegated Examining requirements.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Developing and implementing innovative early career recruitment strategies that significantly improve applicant quality, program participation, or hiring outcomes; Collaborating with internal stakeholders to support effective implementation of recruitment and talent development initiatives and align Early Career Programs with enterprise workforce planning priorities and projected workforce needs; Leading the development, implementation, and oversight of enterprise hiring and staffing plans aligned with organizational workforce priorities and mission objectives; and Interpreting and applying Federal administrative laws, policies, and regulations governing workforce planning related programs to ensure compliant program execution and effective employee advisement. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
