AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Veteran's preferences will be considered for vacancies under merit promotion when an agency accepts applications from individuals outside its own workforce. AREA 1 = All permanent employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). NOTE: NG T32 employee selected for this position will not have the right to return to their former Dual Status (DS) military technician position after conversion to NG T5. DUTIES: As a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) (NGT5026P01), GS-0201-11, you will perform position classification and provide position management advisory services to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State. Trains and provides technical assistance to lower graded specialists. PHYSICAL DEMANDS: The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. WORK ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. During emergency operations, may be working in an area that is not an established office environment. Travel to emergency operations centers will be required and may be for extended periods of time. GENERAL EXPERIENCE: Experiences demonstrate the applicant's or the on-board employee's capabilities to perform the duties of the position; or, provide a range of competencies that provide familiarity with the subject matter or processes used in Classification human resources programs associated with the OPM, DoD, U.S. Army, or U.S. Air Force Human Resources Programs. SPECIALIZED EXPERIENCE: Applicant must posses at least ONE (1) year of specialized experience at the next lower grade level GS-09 or, THIRTY-SIX (36) months of equivalent specialized experiences performing or supervising duties such as managing full-time manpower requirements for the State; reviewing determinations of ANG/ARNG manpower requirements/authorizations derived from the Unit Manpower Document and Voucher; ensuring requirements/authorizations are properly distributed according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; implementing classification releases and related manpower changes; coordinating corrections and subsequent authorizations based on projected force structures and new or unique requirement situations; reviewing proposed organizational structures, local realignments, force structure changes, appropriate position classifications and agreement with the basis for the manpower requirements; completing builds/corrections and, ensuring the accuracy of the State's personnel organizational hierarchy; monitoring fill rates of manpower requirements for agreement, guidance and, making recommendations for potential organizational fills based on force structure changes, funds availability and mission requirements; evaluating position management and assisting on ways to improve structure, work distribution, and the use of employee skills; reviewing requests for personnel and position actions; developing Statements of Difference and amendments as required for purposes of restructuring grades for recruitment, upward mobility, etc.; participating as the classification functional specialist in the collective bargaining agreement process; conducting position reviews of complex positions such as supervisory, lead, or mixed work positions on all positions; interviewing position incumbent, immediate and/or higher-level supervisor; performing quality reviews of information maintained in the automated personnel system, full-time manning documents, and final products to ensure correctness of data.
