Major duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process.

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Veteran's preferences will be considered for vacancies under merit promotion when an agency accepts applications from individuals outside its own workforce. AREA 1 = All permanent Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. DUTIES: As a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS) (D1034P01), GS-0201-11, you will perform perform Labor Relation advisory services to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. Trains and provides Trains and provides technical assistance to lower graded specialists. PHYSICAL DEMANDS: The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. WORK ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. During emergency operations, may be working in an area that is not an established office environment. Travel to emergency operations centers will be required and may be for extended periods of time. GENERAL EXPERIENCE: Experiences demonstrate the applicant's or the on-board employee's capabilities to perform the duties of the position; or, provide a range of competencies that provide familiarity with the subject matter or processes used in labor human resources programs associated with the OPM, DoD, U.S. Army, or U.S. Air Force Human Resources Programs. SPECIALIZED EXPERIENCE: Applicant must posses at least ONE (1) year of specialized experience at the next lower grade level GS-09 or, THIRTY-SIX (36) months of equivalent specialized experiences performing or supervising duties such as main point of contact and technical expert on labor relations' matters at the Human Resources Office. Provides labor relations advise and services to all levels of management at various locations throughout the state. Conducts, serves, and may be representative or chief negotiator on negotiation proceedings. Reviews union proposals and determines negotiability. On issues requiring negotiations, converses with and receives from management input concerning goals and objective, drafts management agenda, develops (and depending on circumstances, presents) proposals and counterproposals, drafts agreements, and resolves disputes. Provides advice and assistance to managers on management employee matters connected with reviewing and coordinating on disciplinary and adverse action notices, processing grievances and appeals, all issues dealing with labor management partnership. Develops and represents the state National Guard's position in other administrative proceedings such as unfair labor practices, arbitrations, and unemployment compensation hearings. Makes recommendation concerning whether management should agree.
