What you'd do

This position is part of the International Development Finance Corporation,Office of Human Resources Management. As a HR Specialist (Recruitment and Placement) you will be responsible for providing staffing advisory and consultative services to DFC hiring managers.

Major duties

As an HR Specialist (Recruitment and Placement) you will: Develop and maintain effective partnerships with DFC managers and executives to advise on complex staffing and pay issues. Work with DFC hiring managers to develop strategic plans to research, evaluate and identify the best approaches and methods to reach targeted applicant groups and attract quality candidates to fill vacant positions. Prepare written justifications requesting superior qualifications appointments, recruitment or relocation bonuses or other appropriate incentives. Perform job analysis, preparation of vacancy announcements, development of crediting plans, application reviews, rating, ranking and panel instruction, certification and auditing of actions, and preparation of job offers. Conduct research of U.S. Code, new legislation, the Code of Federal Regulations, OPM directives and guidance, Comptroller General decisions, and a variety of other sources within and outside of government. Provide input into the development of internal systems, personnel guidelines, and procedures for Human Resources program policy, operations and quality control. Please Note: This is not a Bargaining unit position.

What you need to qualify

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as experience provide staffing advisory and consultative services and experience in all of the following: - Preparing vacancy announcements, job analyses, and crediting plans; reviewing, rating and ranking applications; conducting panels; issuing certificates; corresponding with and responding to applicants; making job offers and assisting new hires with arrangements for entrance on duty; - Assisting hiring managers in developing strategic plans to research, evaluate and identify the best approaches and methods to reach targeted applicant groups and attract quality candidates to fill vacant positions; - Advising managers and employees on pay, premium pay and leave administration principles, concepts, and practices, including multiple pay systems/authorities (e.g., title 5 and non-title 5); and - Advising managers on the tools to reach high quality candidates by using superior qualifications appointments, recruitment or relocation incentives, or other appropriate hiring flexibilities. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
