Major duties

GS 07: Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade Environmental Professional. Performs assignments meant to familiarize incumbent with execution of typically assigned projects, in-house and by contract, and with all applicable Federal, State, and local environmental laws and policies. Assists with the coordination of curricula and training for assigned program areas on the installation. Assists in providing advisory services on questions, issues, and projects in assigned program areas. Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment. GS 09: Performs work assignments that are moderately difficult and complex including phases of a broader assignment of a higher-grade Environmental Professional. Responsible for executing moderately difficult assigned projects, in-house and by contract, to comply with all applicable Federal, State, and local environmental laws and policies. Assists with the coordination of curricula and training for assigned program areas on the installation. Provides advisory services on questions, issues, and projects in assigned program areas. Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment. GS 11: Monitors and manages assigned environmental projects through application of professional knowledge and skill in Environmental Program Management practices, processes and techniques. Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, State, and local environmental laws and policies. Coordinates curricula and training for assigned program areas at the installation. Provides advisory services on questions, issues, and projects in assigned program areas. Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment. GS 12: Provides extensive environmental expertise to manage assigned environmental projects or programs through application of professional knowledge and skill in environmental practices, processes and techniques. Responsible for executing assigned projects or program element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies. Provides advisory services on specific problems, projects, programs, and functions in assigned program area. Serves as the installation's most knowledgeable technical consultant on environmental compliance laws and regulations. Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Examples of specialized experience includes experience of environmental concepts and principles as well as the ability to apply standard environmental professional practices, methods, and techniques to perform relatively routine projects or a portion of a larger and more complex project. Experience with relevant software programs and data bases to gather information, prepare reports, and communicate critical information. Ability to search technical reports, manufacturers' catalogs, and other guidelines and publications to obtain information, prepare reports, and perform routine assignments. Ability to make selections and adaptations of environmental applications and alternatives and, after approval by the supervisor or higher-grade engineer, carry out the sequence of details. GS:09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience of environmental concepts and principles as well as the ability to apply standard environmental professional practices, methods, and techniques to perform relatively difficult but well precedented assignments. Experience of applicable Federal, State, and local environmental laws, regulations, or integration principles and practices, and other guidance to make recommendations concerning assigned restoration, compliance, conservation, pollution prevention projects. Ability to search technical reports, manufacturers' catalogs, and other guidelines and publications to obtain information, prepare reports, and perform moderately difficult assignments. Experience of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects, studies, and programs. Ability to make selections and adaptations of environmental applications and alternatives and, after review by the supervisor or higher-grade engineer, carry out the assignment. GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience of a wide range of environmental duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related disciplines as they relate to environmental functions. Experience with applicable Federal, State, and local environmental laws, regulations, or integration principles and practices, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention projects. Experience of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects, studies, and programs. Ability to plan, develop, coordinate, and monitor environmental facilities or projects so as to assure compliance with applicable objectives, standards, and requirements. OR EDUCATION: FOR THE GS-07: 1 year of graduate-level education or superior academic achievement FOR THE GS-09: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree FOR THE GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR COMBINATION OF EXPERIENCE AND EDUCATION: FOR THE GS-07, GS-09 and GS-11: Education and experience may be combined for all grade levels for which both education and experience are acceptable for Professional and Scientific Positions. (General Schedule Qualification Standards (opm.gov)). GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience with a wide range of environmental duties; modifying standard practices and adapting equipment or techniques to solve a variety of problems; making departures from previous approaches to similar projects to provide for the specialized requirements of projects; applying standard practices of related disciplines as they relate to environmental functions; and applying environmental disciplines to remain aware of the ramifications that the findings and actions inherent to the assigned environmental projects, studies, and programs may have. Ability that includes research, gathers information, and prepares the planning, programming, and budgeting system (PPBS) documentation in support of assigned programs. Prepares or reviews technical reports associated with assigned program/project and advocates for or implements required actions. (NOTE: Your resume must support the response you select.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
