SUPERVISORY HUMAN RESOURCES SPECIALIST (LER)
What you'd do
You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Corporate Operations and Total Force PAE MARITIME Headquarters Human Resources Office (HRO DC), Labor and Employee Relations Branch of PROGRAM EXECUTIVE OFFICE SHIPS.
Major duties
You will gain expert level ability to address issues that significantly affect long-range implementation of substantive operational and/or policy programs throughout the assigned area. You will understand and interpret interrelated program issues that affect long-range program planning, design, and execution. You will interpret and evaluate questionable or discrepant information and synthesizes intricate information to arrive at legally supportable conclusions. You will gain expert knowledge of analytical and evaluative methodology to gather data and make in-depth evaluation and analyses of situations, issues, and programs; possess skills to develop and implement solutions that are unique. You will have skill in project planning and management, including communications and training techniques to persuade officials and the workforce to accept and understand extensive personnel system changes. You will have knowledge of the legislative process, DoD administrative procedures, administrative case law and court decisions. You will have the ability to develop recommendations for legislation that would modify the way agencies conduct programs and evaluate new or modified legislation for projected impact upon existing agency programs.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band or (GS-12/13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: with mastery of advanced Employee/Labor Relations principles, concepts, regulations, and practices, as well as analytical methods and techniques, and seasoned consultative skills sufficient to resolve LMER problems not susceptible to treatment by standard methods. Mastery of relationships between subordinates and Senior levels of HR management within the employing entity sufficient to: Design and conduct comprehensive LMER studies characterized by boundaries that are extremely broad and difficult to define. Provide authoritative advisory services and/or develop authoritative policy interpretations. Prepare recommendations to significantly change or modify one or more major programs, evaluate the content of new legislation for impact on area programs and/or to translate legislation into program goals and objectives. Mastery of relationships between subordinates and senior levels of HR management within the employing entity.
