Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as the authority and senior spokesperson to all managerial levels on complex and novel issues requiring knowledge of new or proposed legislation and comprehensive knowledge of tax administration processes in order to disseminate internal and external impact on the Business Unit and its stakeholders. Plans, performs, and/or coordinates the most significant types of managerial assignments encompassing the entire program and functional areas of the Director, often requiring the integration of cross-functional areas of other business units. Prepares agency directives, IRM issuances, memoranda, service wide policy statements, and other written guidelines and recommendations which interpret the Service's position on issues related the Business Unit's functions. Is responsible for developing, establishing, and maintaining adequate processes for review of work products and projects to assure technical and administrative completeness and accuracy. Conducts the final review and approves or signs for the Director, those projects that must be referred to the Director's office because of the significance of the problems or procedural requirements. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-15: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Maintaining technical authority and competence within assigned areas, subject matters, and/or programs. Negotiating with management to accept and implement recommendations where proposals involve organizational resources or updates to established procedures. Leveraging organizational and management systems to analyze divergent programs to develop processes that impact organizational workflow. Coordinating assignments internally and between organizational areas/divisions, including special cross-functional programs and projects as a principal advisor. Providing technical guidance and advice on novel, controversial, or complex tax administration issues that arise from areas such as electronic media, forms, processing, research, and/or customer service. Conducting the final review and approval for management on technical projects, policies, or processes that require executive-level approval. Representing with Appeals and with other IRS business units on technical and operational matters. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
