About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the NAF Human Resources Office located at Joint Base Elmendorf-Richardson. As a Regular Full-Time employee, you have a regular and continuous work schedule of at least 35 hours to a maximum of 40 hours per week. Major duties

HUMAN RESOURCES ASSISTANT NF-II: R&P: Utilizes automated recruitment tool. Builds and edits user accounts. Generates vacancies for job announcements. Enters applicable position and organizational data for vacancy. Creates job opportunity announcements. Verifies applicant eligibilities in accordance with applicable laws, policies, and procedures. Produces applicant lists for selecting official. Performs onboarding tasks. Initiates and monitors local installation records checks. Conducts in-processing briefing. Assists in the completion of employment documents. DCPDS: Enters personnel data into an automated personnel data system. Completes applicant and position builds using data provided. Verifies documentation for personnel action. Codes personnel actions in accordance with applicable policies and procedures. Processes a variety of personnel requests and actions. Generates personnel reports. Identifies and corrects discrepancies in personnel data. Clerical/Admin: Performs front desk responsibilities. Provides customer service assistance to customers. Makes copies, scans documents, uploads and files documents. Provides general information regarding position vacancies, application procedures, etc. Operates a computer remote terminal and word processing equipment. Receives and checks documents for completion and accuracy in accordance with applicable laws and regulations. Contacts appropriate sources to secure missing data or documents. Prepares in-processing documents. Assists applicants with system errors when applying for vacancies. Elevates complex system issues to senior HR staff. Performs other related duties as assigned. HUMAN RESOURCES ASSISTANT NF-III: HR Advisory: Serves as a reliable source of information on procedural and regulatory requirements pertaining to HR personnel matters. Provides guidance and informational resources to supervisors and employees. Explains employee rights and responsibilities. R&P: Receives and reviews personnel action requests and supporting documents for validity and completion. Conducts strategic recruitment discussions to advise on recruitment strategies. Advises on permanent and/or temporary placement actions. Explains hiring preferences and priority considerations in the recruitment process to management and/or applicant. Formulates position qualifications for job announcement postings. Creates and releases job opportunity announcements. Generates applicant lists for the issuing of hiring certificate(s). Verifies applicant eligibilities; and makes qualification determinations of applicants. Issues certificate of qualified applicants to selecting official for consideration. Audits returned certificate to validate selection(s) are compliant to statutory laws and policies. Extends job offers and initiates pre-employment process. Coordinates entrance on duty date once pre-employment requirements are favorably met. Completes new hire record by ensuring all tasks are complete to include in-processing and all new hire documents are uploaded to the recruitment casefile. Benefits: Conducts orientation for new employees providing information on insurance, retirement, and 401k savings benefits; workers' compensation; and unemployment compensation. Tracks employee benefits eligibility window. Explains life qualifying events in accordance with HIPAA special enrollment rights and open enrollment. DCPDS/Personnel Actions: Enters personnel data into the automated NAF personnel data system. Completes applicant and position builds. Codes personnel actions in accordance with applicable policies and procedures. Processes full range of personnel actions in accordance with applicable rules and procedures. Generates personnel information reports. Identifies and corrects discrepancies in personnel data. Pay & Leave: Advises management on routine pay and leave administration actions. Explains pay systems, differentials, hours of work, etc. Sets pay in accordance with applicable laws, policy, and guidance. Computes rates of pay increases (promotions, pay adjustments, step increases, etc.) in accordance with statutory and regulatory requirements. Monitors and processes within-grade increases in accordance with applicable guidelines. May participate in planning and conducting the local NAF wage survey IAW regulatory guidance. Computes service computation dates. Clerical/Admin: Answers inquiries concerning status of pending actions. Forwards timely and accurate copies of records for administrative and pay purposes to other offices as required. Establishes new record series as required and disposes of records according to records management directives. May research and download forms and publications and post updates to directives. Performs quality assurance audits utilizing BI and AFSFMS. Performs other related duties as assigned. Qualifying Experience: HUMAN RESOURCES ASSISTANT NF-II: Experience performing clerical work and providing customer service to internal and external customers; applying rules, regulations, and procedures in accomplishment of clerical/administrative work; utilizing office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel). HUMAN RESOURCES ASSISTANT NF-III: Experience interpreting and applying NAF HR rules, regulations, and procedures in accomplishment of clerical/administrative work; utilizing recruitment tools in hiring personnel (i.e., generating job postings, job fairs, or equivalent); advising on routine recruitment strategies; troubleshooting and resolving personnel system and software issues. Experience in processing a variety of personnel actions. Experience in utilizing office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel).
