What you'd do

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Enterprise Architecture & Data Group (EADG), Division of Enterprise Info Management Services (DEIMS). As an IT Specialist (DATA MGMT), GS-2210-14, you will serve as the technical authority to the Director and Deputy Directors of DEIMS.

Major duties

Serve as a Technical Advisor (TA) and program expert for the design, development, and implementation of CMS's Business Intelligence (BI) and Data Platform operational policies, standards, and procedures. Act as the key agency focal point for BI and data support activities across CMS, providing technical oversight and guidance for contracts, agency-wide BI implementations, and the development of scalable technical solutions. Serve as a Change Control Board member, where deemed, to facilitate integration and collaboration among multiple stakeholders’ needs and technical issues. Lead the implementation of Congressional mandates for program integrity initiatives and direct CMS efforts to develop and deploy Medicare and Medicaid modernization initiatives. Provide technical direction in the implementation and maintenance of operational systems by establishing workload priorities, monitoring, and coordinating BI Tool/database/software implementations, and working with vendor engineering staffs.

Attention to Detail - is thorough when performing work and conscientious about attending to detail. AND 2.) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. AND 3.) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. AND 4.) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1.) Providing technical advice on data management, business intelligence, analytics, cloud technologies, or emerging technology solutions to support organizational decision-making and modernization initiatives; AND 2.) Reviewing technical solutions for data platforms, analytics environments, business intelligence systems, or advanced data management capabilities to evaluate design feasibility, implementation risks, and alignment with business requirements; AND 3.) Overseeing contractor or vendor activities supporting data management, analytics, business intelligence, or user support services to ensure compliance with quality, schedule, and technical requirements; AND 4.) Coordinating technology initiatives involving multiple stakeholders to implement enterprise data, analytics, automation, or modernization capabilities that improve access to information and support business operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
