What you'd do
This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Mission Assurance Division, Security Management Branch (SMB). The primary purpose of this position is Security Specialist responsible providing technical guidance on multi-disciplined security programs and assisting subordinate security specialists. Non-BU: This is a non-bargaining unit position.
Major duties
As a SECURITY SPECIALIST, GS-0080-13, your typical work assignments may include: Researching, analyzing, and incorporating security policies and procedures, threats to security and other relevant topics for inclusion in training materials and security awareness. Develops comprehensive and ongoing security awareness and self-inspection programs. Administers a multi-faceted security awareness program consisting of briefings, directives, computer-based training, audio-visual presentation and incorporates discrepancies/findings identified during self-inspections and compliance reviews. Developing and maintaining databases to effectively management the tracking of all State and Local security clearances sponsored by I&A. Maintains various databases necessary for tracking applications through the clearance process, verifying clearances, conducting perm certification actions for all State, Local, Tribal and Private sector partners. Prepares draft responses to principal correspondence including communications from Congress, other government agencies, senior state and local officials and the public concerning security policies and internal policies and procedures applicable to the National Network of Fusion Centers and the granting of clearances to State, local, tribal and territorial personnel. Coordinating foreign travel briefings, as necessary, with the appropriate offices. Providing emphasis on interpretation and implementation of national standards for safeguarding National Security Information (NSI) and application/compliance of those standards in support of the National Network of Fusion Centers. What you need to qualify
Specialized Experience: You qualify for the GS-13 grade level if you possess the specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Administering a multi-faceted security awareness program consisting of briefings, directives, computer-based training, audio-visual presentation and incorporates discrepancies/findings identified during self-inspections and compliance reviews. Advising senior level management and executives at all levels of government on new developments and advances in various security disciplines. Preparing, analyzing, developing, and implementing policies and procedures relevant to the National Network of Fusion Centers. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable).
