What you'd do

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL ACCOUNTING DIVISION of COMMANDER NAVY REGION HAWAII A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.

Major duties

You will review financial program execution to ensure compliance with guidance (e.g., Department of Defense [DoD], Financial Management Regulations, Department of the Navy policy and budget guidance, Department of Defense acquisition regulations). You will administer financial management policies and procedures to meet agency goals. You will analyze financial information to create financial reports. You will prepare ad-hoc labor projections and financial reports for customers. You will advise managers regarding financial transactions to facilitate program execution. You will oversee the assignment of work to ensure work is completed based on priorities and resource capabilities.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring financial transactions are in compliance with policies and instructions (i.e. Appropriation laws, Financial Management Regulations (FMR), etc.); 2) Completing and submitting financial reports, budget exhibits, and/or data calls; 3) Interpreting financial policies and providing guidance and instruction; 4) Supervising or leading a team of employees (i.e. assigning work, monitoring performance, awarding and disciplining personnel, etc.); 5) Monitoring/reviewing labor transactions to ensure they are supported by Key Supporting Documents to meet audit requirements. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
