What you'd do

The Deputy for Programs and Analysis is in the Office of the Secretary (OS), Office of the Chief Financial Officer and Assistant Secretary for Administration (CFO/ASA), Office of Acquisition Management (OAM). OAM coordinates closely with the Department Budget Office, the Chief Information Officer, General Counsel, and Bureaus on acquisition program management and review of all major programs and projects.

Major duties

The Deputy for Programs and Analysis is responsible for the development and implementation of broad policies, standards, and procedures for the department's acquisition program and leads independent reviews, alternative analysis, business case reviews, and risk studies and analysis. The incumbent is also responsible for the program evaluation policy and oversight of acquisition programs throughout the DOC and leads departmental initiatives to establish programs and analysis standards, policies, and procedures based on industry best practices to ensure that DOC acquisition programs are accurate, traceable, and reliable. Specific tasks include: Performs independent acquisition and other major program reviews in support of budget deliberations and the acquisition milestone review process; supports the Office of CFO/ASA project validations; and leads reviews requested by the Deputy Secretary, other senior DOC leadership, OMB, or the U.S. Congress. Develops and defines the scope for independent acquisition program reviews. Evaluates, coordinates, and presents information related to the findings and recommendations of project review teams; delivers convincing oral and written presentations to the CFO/ASA, Deputy Secretary, and other DOC senior management on the review process, results, and necessary corrective actions. Serves as a subject matter expert for acquisition management, life cycle cost analysis, schedule planning, risk management, requirements development, modeling, and the development of project databases and metrics. Oversees the Risk Management functions in the department to ensure risks for mission-critical programs are identified, addressed, and mitigated by the respective risk owners and bureaus.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated comprehensive knowledge and proven skill in acquisition program management and analysis systems, methods, and techniques applicable to evaluating a large-scale comprehensive program with expertise in areas such as Earned Value Management (EVM), Return on Investment (ROI), agile program development, and the development of acquisition strategies and processes. Demonstrated comprehensive knowledge of and experience in project management tools and fundamental practices to include independent cost estimating, alternatives analysis, system functions and requirements, risk assessments, integrated project master schedules, data analysis, and value management. Demonstrated executive-level skill in collaborating with senior officials and leading diverse personnel and teams to provide program oversight, forecast organizational budgets, identifying and measuring organizational performance, and ensuring organizational goals and outcomes are achieved. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the technical qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors. Note: Applicants who are current or former members of the SES, have SES reinstatement eligibility, or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) should submit supporting documentation (e.g., SF-50 or OPM Qualifications Review Board (QRB) certification) reflecting their eligibility for noncompetitive appointment to the SES.
