About the Position: Incumbent will be responsible for developing comprehensive project management documentation to include coordinating, monitoring, evaluating, and reporting of a wide variety of repair, maintenance, renovation and minor construction projects.
Major duties
This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 and GS-10 grade level. At the full performance, GS-11, the incumbent will: Provides substantive management support services in the area of project cost analysis, annual and long range planning, and development. Reports annually and as needed on project execution and funding status. Performs site investigations and surveys to verify existing conditions and obtain data on projects to prepare preliminary design documentation. Monitors and ensures all project-related contract administration functions are within applicable guidelines. Receives proposals for projects and mods from contractors and delivers to project managers.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-09: One year of specialized experience which includes using automated programs to retrieve and/or change existing design documentation for construction projects of conventional and limited scope. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two full years of graduate level education or Master's or equivalent graduate degree in a field directly related to the work of the position, such as Engineering, Architecture (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) Specialized Experience GS-10: One year of specialized experience which includes using using engineering drafting methods, procedures and practices to assist in the preparation of preliminary building and/or construction designs that conform to industry drafting standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Two and half years of graduate level education or equivalent graduate degree in a field directly related to the work of the position, such as Engineering, Architecture (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your completed semester hours of completed graduate education beyond the second year (total semester hours minus 36) by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) Specialized Experience GS-11: One year of specialized experience which includes applying engineering or architectural techniques in association with the preparation of cost estimates, specifications, and funding requirements for new construction projects or major modifications to existing structural facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-11 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-10: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
